The Bentley manual calls for use of a VW 1301 tool to check the gauge. The VW 1301 is described on the Bentley web site. It is important to note that the setting on the VW 1301 is not in ohms.

When the fuel gauge is fed 10 volts through a 37 ohm resistor, it should read full. When fed 10 volts through a 288 ohm resistance, it should read empty. This corresponds to settings of 55 and 560 on the VW 1301.
